What is a park model in Oregon?

Oregon calls it a park model recreational vehicle. Under ORS 803.036, it provides temporary living quarters on a single chassis mounted on wheels. It has no more than 400 sq ft and is more than 8 ft 6 in wide. The state sets no minimum size.

Irontown’s nine park models fit Oregon’s state definition. Six are 330 to 398 sq ft, and three are 200 sq ft studios. All are 10 to 14 ft wide, are built to ANSI A119.5 and ship on wheels on a single chassis. Meeting the definition does not give you permission to place or occupy one on your parcel.

Where can you place a park model in Oregon?

A qualifying RV park is Oregon’s clearest route for year-round living. On private lots, local rules may allow seasonal stays, construction stays, hardship use or other limited uses. Three counties have adopted a rural rental rule, and Portland has its own occupied-RV rule. You must confirm parcel, model and use permissions with local offices and any park, and obtain permits before ordering.

What Oregon state law says

Oregon treats a park model as an RV, and placement rules depend on your site and use. State law protects residential occupancy in qualifying parks and lets counties adopt a rural rental option. It also allows counties to approve temporary medical hardship RVs beside existing houses on farm and forest land under ORS 215.283, 215.213 and 215.755. A hardship unit must be removed within three months after the hardship ends.

  • ORS 803.036 defines temporary quarters on one wheeled chassis: no more than 400 sq ft, wider than 8 ft 6 in, no minimum size. The 10 ft wide, 200 sq ft studios qualify. OAR 735-022-0140 names ANSI A119.5.
  • ORS 197.493 protects residential RV occupancy in manufactured dwelling, mobile home and RV parks with lawful water, electric and sewage connections. Ask the park and county about local conditions. ORS 90.230 requires a written space rental agreement.
  • ORS 215.490: one titled rental RV with separate hookups beside an owner-occupied rural residential house; no structural immobility or vacation rentals. Adopted in Deschutes, Clackamas and Lane. Deschutes/Lane tenants must own or lease it; Clackamas permits tenant or landowner ownership.
  • ORS 197A.425 covers building-code residential ADUs, not park models. Under ORS 455.405, DMV-titled RVs aren’t structures; immobility or direct utility attachments outside parks can trigger converted-structure treatment. Your local building official decides how the placement and hookups apply.
  • Oregon DMV issues no park model registration or trip permits. Titles are optional except for rural rentals; MCO recommends one. Apply with the manufacturer’s certificate of origin stating ANSI A119.5, or manufacturer letter. New units need no VIN inspection.
  • OAR 660-033-0130(19): farm-zone campground stays cannot exceed 30 days in six months; no residential use or separate sewer, water or electric hookups. Park models need hookups. A change takes effect October 1, 2026; ask county staff for current text.

Cities have their own rules

Your city’s rules can differ from those for nearby unincorporated land. Portland expressly allows an occupied park model under specific conditions. Elsewhere, ask city staff about restrictions or gaps in the available code for your parcel and planned use.

If you own a resort or campground, a park model needs hooked-up sites. An RV park or a zone that allows those hookups can fit; a farm-zone campground does not allow separate site hookups. No Oregon county we read allows a park model as a full-time home for the landowner on an ordinary rural lot. The on-lot routes are seasonal stays, a stay while you build, a temporary hardship unit, a non-rented guest house in Coos County, or a long-term rental space beside your house in Deschutes, Clackamas or Lane County. Each route has local conditions. In Deschutes and Lane, the tenant must own or lease the RV. Irontown’s nine park models are wider than 8 ft 6 in and move as oversize loads. The carrier gets the Oregon DOT over-dimension permit under OAR 734 Division 75, which covers park model RVs by name. Units up to 14 ft wide move under the standard permit, with travel hours and pilot car requirements set by route and width. Pilot cars cost extra, and setting your unit on site is quoted separately.

Oregon has no state sales tax. Oregon DMV does not register park model RVs, so there is no yearly DMV registration fee. A title is optional under state law but required for the rural rental rule, and MCO recommends getting one. Under ORS 308.875, a sited park model is taxed as real property if the same person owns the land, or as personal property otherwise. MCO can share the title requirements it found with your quote.
